The rules for obtaining certificate

To obtain a certificate, every citizen must apply to the Registration Center with an ID card. At this time, an application in the name of the citizen is formed at the Registration Center.

The following documents are attached to the application:

  • If there is a seal: Confirmation of seal (Marks on the seal are in full English and Azeri originals)

  • Identity card of the person who receives an E-signature card, the identity card of the person coming to the power of attorney (If the person who will receive the e-signature card to present the documents, only the identity card of the person who receives an e-signature card will be required)

The Center verifies the documents submitted by the signature holder.

If the submitted documents are correct, a written agreement is concluded between the applicant and the Center and he is issued a certificate, otherwise the Center refuses to issue a certificate.

Signature holder’s consent must be indicated for general retrieval of data on type and description, duration, price, special terms of services provided in the agreement, other information included in the certificate, as well as advanced certificates. Prices were determined taking into account the requirements of the current legislation.

Before concluding an agreement with certificate holder for issuance of a certificate, the Center notifies the certificate holder of the rules for using certificates and signature tools, provides information on the Center’s legal and accreditation status.

A prepared certificate is presented to the signature holder in paper medium and electronic form. The certificate in paper medium is drawn up in 2 (two) copies on the Center’s letterhead, and is certified with the authorized person’s seal. After signing the certificates on the paper medium, one copy is returned to the Center. The electronic certificate is certified by the Center’s strengthened signature.

After identifying the signature holder at the Center, he puts signatures in various registration books about information on generating and verification information on the data carrier, obtaining of a certificate in the paper carrier and awareness raising conducted by the Center.

The issued certificate is included in the “Register of Issued Certificates” by the Center and is considered as published from now on.
